Representative Austerman moved and asked unanimous consent that                                                                 
the House consider the Senate message (page 2488) on the following:                                                             
                                                                                                                                
     CS FOR HOUSE JOINT RESOLUTION NO. 20(ENE)                                                                                  
     Urging the President of the United States, the United States                                                               
     Congress, and the Secretary of the United States Department of                                                             
     Agriculture not to implement protection of inventoried roadless                                                            
     areas under the "roadless rule" or otherwise restrict the                                                                  
     development of necessary hydroelectric projects in the Tongass                                                             
     National Forest and the Chugach National Forest.

There being no objection, it was so ordered.                                                                                    
                                                                                                                                
Representative Austerman moved that the House concur in the Senate                                                              
amendment to CSHJR 20(ENE), thus adopting SCS CSHJR 20(RES),                                                                    
and recommended that the members vote yes.                                                                                      
                                                                                                                                
The question being:  "Shall the House concur in the Senate                                                                      
amendment to CSHJR 20(ENE)?"  The roll was taken with the
